The present work makes a qualitative study of the analysis of the public policies directed to the migrant population of the Municipality of São Paulo, especially concerning temporary shelter solutions. It demonstrates that the actions are formulated by the Coordination of Policies for Migrants of the Municipal Secretariat of Human Rights and Citizenship and are implemented through the four Municipal Houses of Reception: Bela Vista, Pari, Penha and Gilza Peloso, linked to the structure of the Municipal Secretariat of Social Assistance Development. It provides a brief theoretical background of the concept of migrant in the world and an analysis of public policies, as well as the study of good practices and regulatory frameworks in Brazil, world and International Organizations. From the references, they are diagnosed as service needs, presenting proposals and recommendations for the continuity of the policy.
